(WJBK) -  The flooding is over, but a wake of questions remain.

The last of metro Detroit's freeways have been reopened, but questions as to why the flooding was as bad as it was, remain.

"There was a lot of water and it affected multiple freeways," said Diane Cross, spokesperson for MDOT. "Our manpower, our resources were dispersed with five freeway closures. There was a lot going on with this thing.
"But that might be one of the many things we have to look at."

Cross said that one of the lessons learned, is that everyone needs to learn more than one way to work.

Many pumping stations failed - no power was the culprit.

There were also reports that copper thieves may have stripped them of their power source.

Cross said that may not be the reason.

"While there may be a slim chance as to why some of them weren't working, that is by no means a reason we are blaming," she said. "That's one of the many possibilities of why power may have been an issue."
