CHARGES: Thief busted by bogus 'Bart Simpson' parking permit

A 35-year-old St. Paul man may be wishing he hadn't used an obviously fake name and license number on a fraudulent parking permit before parking a stolen vehicle illegally because prosecutors definitely don't believe Bart Simpson did it.

According to charging documents, a series of strange discoveries unfolded when officers on routine patrol in Minneapolis saw a recently-painted Chevrolet Silverado blocking the sidewalk on Barton Avenue Southeast. When police checked the 21-day temporary parking sticker on the SUV, they saw the listed purchaser was "Bart Simpson" -- a well-known cartoon character from the longest-running scripted show in television history, "The Simpsons" -- and the generic license number Y12345678910.

The red flags kept popping up, according to the criminal complaint. Although the SUV had an estimated value of less than $1,000, police noticed that the vehicle identification number appeared to have been intentionally covered with a piece of paper. Further investigation revealed it had been stolen from a car dealership in White Bear Lake.

Police contacted a person inside a nearby residence who said Raoul Elias Johnson, who had several active warrants out for his arrest at the time, had picked up the vehicle from an apartment complex earlier that day.

Johnson was in the home at the time and was taken into custody; however, he denied being in the vehicle.

Prosecutors have filed felony motor vehicle theft charges against Johnson. If convicted, he faces a maximum sentence of 5 years imprisonment and a fine of up to $10,000.

Fox 9 News has learned that Johnson has a lengthy rap sheet that spans 16 years and 6 counties. Most of the offenses listed include vehicle operation offenses -- including carelessly operating a snowmobile, driving a motorcycle without endorsement, driving without proof of insurance, driving after suspension, and multiple DUIs. He has also been charged with burglary, receiving stolen property, and marijuana possession.
