Description:
Summary: Supervises, directs, coordinates and oversees the operations of the Village. Responsible for guiding the Village in developing/carrying out strategic initiatives and action plans that are in alignment with PVMs system-wide Strategic Objectives and Goals with the leadership of the Board and VP of Housing.

Essential Job Duties and Responsibilities: may include but not limited to:

1. Oversees the daily operations (all functions) of the Village in accordance with Regulatory Agreement and PVM policy and procedures, including the development and update of Management Plan.

2. Hires, trains, develops, delegates to, counsels, disciplines and terminates staff. Creates and maintains a positive atmosphere of leadership including continuous quality improvement, teamwork, mutual respect, professionalism and accountability.

3. Responsible for the development and update of Marketing Plan and achieving and maintaining full occupancy, unit turnover, and wait lists, including the use of the full functionality of REPS software, where available.

4. Develops and administers Village budget, including monitoring budgetary performance.
Responsible for the timely payment of amounts due PVM Corporate for working capital advances, including working closely with VP of Housing to develop a working plan for timely repayment of amounts due PVM and/or the establishment of appropriate reserves.

5. Assesses the financial condition of the Village by monitoring payables, collection of rent, monthly HUD PRAC/HAP voucher submission, payment of expenses, etc., and

implementing any policy, procedure and/or program changes, which would ensure the
Villages financial health.

6. Responsible for the timely reporting of all relevant financial information to PVM Finance for financial statement and variance reporting processing.

7. Oversight of the resident certification and re-certification process.

8. Responsible for fulfilling the responsibilities of the Village Risk Management Coordinator duties that are in line with PVMs Risk Management Working Plan, in conjunction with PVMs Director of Risk Management.

9. Responsible for fulfilling the responsibilities of the Quality First liaison duties that are in line with Quality First Goals and PVMs Working Plan, in conjunction with PVMs Quality Champion.

10. Communicates regularly with and provides assistance to residents, family members and staff.

11. Administers Village operating policies, procedures and programs and drafts policy for RVP and Board review and approval which is in alignment with PVM system-wide policies, where available.

12. Responsible for the development of Village specific contracts and approval within the PVM system-wide Limit of Authority Policy, including the accumulation of necessary information to satisfy

13. Maintains visibility and contributes to local community organizations and appropriate professional organizations (state and national). Provides advocacy on key public policy matters at the request of PVM government relations representatives.

14. Develops HUD/MSHDA, and where applicable, the limited and co-general partners, liaison relationships to promote favorable operational success.

15. Maintains and updates knowledge of all legal, regulatory, administrative and technical issues impacting the Village.

16. Ensures compliance with all state, regulatory, administrative, labor and legal regulations, requirements, laws, etc.

17. Oversees, guides and supports all Village committees (staff, residents and outside volunteers).

18. Works with Board Chair, VP,(as PVMs Liaison) to develop Village Board agenda, including matters of information and requests of PVM Corporate, and facilitate the work of sub-committees of Board.

19. Responsible for guiding the Village in developing with the Board and VP and carrying out strategic initiatives and action plans that are in alignment with PVMs system-wide Strategic Objectives and Goals (thinks System-wide, acts locally). Serves as Point Person for the Boards efforts in carrying out the PVM Strategic Objectives selected by the Village Board, providing timely updates, and soliciting the involvement of Board, residents, and staff in the planning process.

20. Working in conjunction with the Director of Bloom! Programs and services, oversees and enhances the Villages Bloom!(wellness) programs.

21. Responsible for creating a culture of philanthropy with the guidance of the PVM Foundation.

22. Attends and participates in all appropriate Village and PVM meetings, training and development opportunities.

23. Assesses data and submits reports (verbal and written) regarding any and all issues affecting Village operations.

24. Embrace, uphold and promote Presbyterian Villages of Michigan's mission, vision, beliefs, values, strategic goals, objectives and Servant Leadership.

25. Follows established policies and procedures including but not limited to:
Presbyterian Village employment policies and procedures
Departmental policies and procedures
Safety policies and procedures
Federal, state and local regulations

26. Any an all other duties and/or tasks as assigned.

Scope of Authority/Reporting:
Final authority over all staff. Reports directly to the VP of Housing and the Board of Trustees.
Qualifications: Education/Formal Training:
Ability to identify, analyze and resolve issues at a level generally commensurate with a college degree
Certification required through the appropriate certification source for the property served.
This includes any of the following: COS through NCHN, Quadel, Tax Credit Specialist, Certified Apt Manger CAM through NAA or accredited Resident Manager ARM through IREM, National Apt Leasing Professional (NALP#, Real Estate License.
A professional level of knowledge of the principles of the senior/subsidized housing market
Ability to utilize computer technology
Affordable housing property management software experience
Must have high level of PC literacy particularly in general file manipulation and the
Microsoft suite of productivity products.

Communication/Interpersonal Skills:
.Ability to communicate verbally and in writing at a level generally commensurate with a college degree
Ability to communicate with diverse populations and factions
Ability to quickly assess and address emergency and non-emergency situations calmly and professionally
Ability to advise and influence others

Previous Experience:
Three #3# to five #5) years within the senior/subsidized housing environment.

Physical Skills/Requirements:
Reading, use of fingers, use of close vision, ability to discern colors, standing, walking, and sitting.

Working Conditions:
This employee will generally work in a normal business office environment. May also generally work in/be exposed to communicable diseases if proper precautions are not followed.
