DEKALB COUNTY, Ga. -

The driver involved in a deadly hit and run will make his first-appearance in a DeKalb County courtroom on Wednesday afternoon.

29-year-old Andrew Spencer is facing charges including vehicular homicide and leaving the scene of an accident, police say.

One man was killed and another seriously injured in the hit-and-run that paralyzed traffic on I-20 Wednesday morning.

The incident happened along Interstate 20 westbound near the Panola Road exit in DeKalb County. The two victims were struck while trying to change a tire, according to DeKalb County police.

Officers say the vehicle involved in the crash left the scene. Authorities say another driver saw the incident, called police and followed the driver who hit the victims until he stopped about a mile down the road.
