Does the state's $970M surplus mean money for residents?

Gov. Rick Snyder has not endorsed it, but a key Republican leader is predicting Michigan taxpayers will get some money back now that state government has a surplus of $970 million.  

Fox 2's political correspondent Tim Skubick assesses the situation.
