SCOTTSDALE, Ariz. -

Hit and killed at a Costco gas station in Scottsdale.  Police say this was just a tragic accident -- that the elderly driver who hit her is not facing charges.

She was a volunteer for 22 years, driving around -- delivering meals to the needy.

On Sunday, she was trying to fill her car  with gas when an 86-year-old man lost control and ran her over.

Operator: "911 what's your emergency?"

Caller: "This is the Costco gas station attendant we need an ambulance a lady's been hit... a car hit a lady.. they're giving her CPR, she needs help badly."

74-year-old Patricia Covault didn't make it.  Police say she was trapped under a SUV and dragged for a few feet before the 86-year-old driver stopped.

Operator: "The car that hit her is the car still there?"

Caller: "Yes, it's an elderly gentleman and a lady.  He's standing right here."

Police say the 86-year-old first backed up into Pat's car and as she got out to look at the damage, he ran over her.  Pat's friends and family are devastated.

"I could not even believe it was like losing my own mother I went into shock over this I was like no this can't be," said Stephen Ward, the victim's friend.

Ward is Pat's next door neighbor.  She was a wife, mother and grandmother who devoted her life to helping others.  Last year, Pat was named volunteer of the month in Fountain Hills.

"Beautiful, beautiful woman, just a sweetie.. I called her my honey," said Ward.

Ward understands it was mistake, but can't believe the 86-year-old driver isn't facing any charges.

"He should be held responsible.  If nothing else, take his driver's license away, tell him you're never driving again," said Ward.  "He just happened to take one of the most beautiful people on this planet."

And Scottsdale Police haven't released the drivers name.  He wasn't given a ticket because police say this all happened on private property.
