FOX 2's Charlie LeDuff investigates the ongoing troubles plaguing the construction of the new Wayne County jail.

LeDuff reports Wayne County Executive Bob Ficano's people admit there was never a real budget or blueprints for the jail, just a promise from contractors saying the project could be done for under $300 million.
