Investigations begin in drowning of 4-year-old girl

CLARKSTON, Ga. -

Two different investigations have begun into the weekend drowning of a 4-year-old girl, FOX 5 has confirmed.

Biak Hnen died Saturday night after falling into a pool at her Clarkston apartment complex that had been closed down for years.

The pool is now covered, has no water in it and is surrounded by a sturdy fence, according to a DeKalb County inspector who gave it a passing grade on Tuesday afternoon.

Hnen's father, Nuysoe Oo, said that when his daughter drowned, the pool was uncovered and had a large amount of green water in it, which residents of the complex said was collected rain water. Oo said his daughter got into the pool area through a hole in the surrounding fence.

The pool has been closed for years, and county code says it's the apartment management company's duty to "prevent unauthorized entry, to prevent unsupervised children from entering the pool area."

The girl's family said her death could – and should -- have been prevented.

"They are responsible for everything, they are responsible for everything," Oo said.

The Clarkston Police Department has begun an investigation into the incident, while the health department also checked out the pool on Tuesday.
