A Minnesota man has been charged with the 1999 murder of an Iowa woman following an arrest last month in Shakopee, Minn.
Deshaun Phillips, 34, was booked into the Scott County Jail on July 15. He is being held on $1 million bail for the murder of 44-year-old Judith Weeks.
Weeks' body was found in the backyard of a vacant Cedar Rapids, Iowa apartment on April 5, 1999. An autopsy found she's been stabbed in the forehead.
Cedar Rapids police said the murder was thoroughly investigated 14 years ago and has been reviewed several times over the years. Investigators specifically assigned to Weeks' murder developed new information that led to the charge against Phillips.
