Apartment building stripped with residents still living there

DETROIT, Mich. (WJBK) -

Windows gutted, air conditioning units stolen, and piping stripped. Surprisingly, there are still people living in the apartment building where this is taking place. The question is, who's responsible?

"They had just started ripping this stuff out last night," said one resident.

Ariane Anderson has lived at Whitehill Apartments for a year with her two daughters but could not stand another night. She gave us a tour of the 36-unit apartment building. The garden level floor is flooded. There's no gas or running water in occupied units. Ariane and other tenant blame the building's management. They blame scrappers for the damage and the thefts. One manager tells us repairs will be taken care of this week, but the damage is so severe, residents aren't buying it.
