Phoenix police chief demotes 3 assistant chiefs


A big shakeup within the top brass at the Phoenix Police Department. Chief Daniel Garcia, who's been on the job for a little more than a year demoted three top assistant chiefs -- making them commanders and promoted four new assistant chiefs.

The three that have been demoted are assistant chiefs Kevin Robinson, Tracy Montgomery and Blake McClelland.  They were reassigned to different positions within the department.  

They carry a lot of experience with the department. In fact, Robinson has been a strong candidate to become police chief on two separate occasions, but was most recently passed over when Chief Garcia got the job.

FOX 10's John Hook spoke with Chief Garcia about the shakeup Tuesday night.

Garcia says he's been evaluating all of his top command for the past year and those evaluations led to this move.

"The first meeting I had with them was my message was very simple, everyday's an audition and things change."

"These four individuals understand the direction I'm taking this police department."

"The fact is John as the Chief of Police of this organization, I had the opportunity to go outside this department for these positions. I had to look no further than my own department."

Did any unions play into this at all?

"No, it didn't," replied Garcia.

"These four individuals have proven they can with the community.. they've proven they can work with the unions and work with our officers and that's what I want."

Now will the public notice any change in policing because of this shakeup?  Probably not.

This move is more administrative than anything else.

Sources tell FOX 10 that the chief is surrounding himself with people who share his vision of how things should be done and as the boss, he has every right to do that.

Chief Garcia says this is "the right team - for right now."
