Police Deny Mom's Claim Son Shot By Officer Had Hands Up

"He didn't have a gun on him."

So says Khadijah Hassan, who insists her son, Rashid, was doing nothing wrong when he was shot by police Thursday night near 23rd and Oxford streets.

Hassan says he was running to protect his 15-year-old brother after he heard gunfire outside his home.

"They didn't bother to stop or say anything," she said. "They just started shooting."

While Hassan denies that her 21-year-old son had a gun, police say he did and he ignored orders to lower his weapon and drop it.

"A gun was recovered from the suspect or laying next to the suspect," Commissioner Charles Ramsey told FOX 29 on Friday afternoon.

"He was running. He had his hands up, saying, 'Please don't shoot me,'" a witness told FOX 29 Thursday night moments after the shooting.

That witness at the scene and Hassan's mother say police were wrong to open fire. They claim Rashid Hassan put his hands up in the air.

"If his hands are up in the air, that means, from my recollection, that's surrendering," Hassan's mother said.

"That's simply something that we have not been able to prove," Ramsey said. "We don't believe that's the case."

Ramsey gave FOX 29 an exclusive look at video from a rotating police pole camera located half a block away. It didn't capture the shooting because it was changing angles.

"Unfortunately, as it was going around, it doesn't pick up the shooting itself. It picks up responding vehicles and things of that nature," the police commissioner explained.

This was the third police-involved shooting in two days. The first two ended with gun-toting suspects being shot to death. Hassan was shot five times. His mother wants a thorough investigation.

"Tell the truth. Tell the truth on what happened last night," she said.

Police said they recovered a .45-caliber handgun at the scene and shell casings nearby. They are trying to determine if they match the gun found near the suspect. Court records show Rashid Hassan does have a prior arrest.

No officers were injured in the shooting. Hassan is in stable condition with four gunshot wounds to his legs and one to his stomach.

The police department's Internal Affairs Unit and the Philadelphia District Attorney's Office continue to investigate this latest shooting and the two fatal police-involved shootings earlier in the week.
