Flasher Targeting Women In Montgomery County

LOWER PROVIDENCE, Pa. -

A man in Montgomery County is determined to shock and disgust unsuspecting women, even if they're with their young children.

If you were lucky enough to get outside Friday, to a place like the Perkiomen Trail, you probably felt like you didn't have a care in the world.

But if you're a woman in Upper or Lower Providence Township, Montgomery County, one man is ruining it for you.

"A subject described as a white Hispanic-looking male exposed himself and was masturbating outside of his parked car," Lower Providence Township Police Chief Francis Carroll explained.

Alice Ann Schiele, a bicyclist riding the Perkiomen Trail Friday afternoon, sounded disgusted when told of the flasher.

"It's kind of aggravating," Schiele told FOX 29. "You know, we have this beautiful trail near us. You like to think that people are out here and able to enjoy it without it being ruined."

It's been happening since early April, in both Upper and Lower Providence Townships. The man waits in his car until he sees his next victim.

On Sunday afternoon, he parked in a quiet upscale neighborhood in Lower Providence.

"The subject is described as an Indian-looking male who's masturbating outside of his car while watching a 38-year-old female walking her infant daughter in a stroller," Chief Carroll said.

"I think they better catch him before he does something really serious," Pat Stabinski of Collegeville, PA, worried.

But police say in the five times he's exposed himself, he has not approached the women or tried to make physical contact. He is however doing it more frequently.

"He needs help, desperately." Stabinski continued. "Oh, I don't know how they can get their kicks out of that."

Police are asking for the public's help. Next time he strikes, they're hoping someone will jot down a license plate, or maybe even take a photo on a smart phone.

"I would do that in a second, especially after Boston and knowing that can work. I would absolutely do that," Schiele told FOX 29.
