Hundreds of people rallied in St. Paul on Tuesday afternoon in support of a bill that would require commercial dog and cat breeders to be licensed and inspected.
The law would give the Board of Animal Health the ability to inspect businesses and enforce state laws to ensure statewide standards are met.
Many breeders oppose the measure, saying it lumps good breeders in with a few bad ones and will cost them money, leading to a rise in the price of pets.
