WAYNE, Pa. -

Residents of the Regency apartments in Wayne, Pennsylvania say their homes have been chilly all winter long. But when the temperatures plummeted this week, residents say the conditions inside got much worse.

To stay warm, residents are using blankets and space heaters.

On Thursday morning, a Radnor Township inspector visited the apartments to check the temperature.

Radnor Township officials say they have cited the apartment building for insufficient heat twice recently, with two more citations on the way.

The owner of the building would not speak with FOX 29 on camera. He did, however, admit his updated heating system is having a tough time keeping up with the frigid temperatures in the 60-year-old building.

The owner tells FOX 29 he's working to make things better.

You can watch the story in the video above.
