Macomb County commissioners win contract dispute

MOUNT CLEMENS, Mich. (AP) -- Macomb County commissioners have won a key court ruling in a dispute over whether they have power over contracts.

The Michigan appeals court on Wednesday overturned a decision that had favored county Executive Mark Hackel (right), who claims he has full control. The court says the Macomb County Charter grants power to commissioners, not Hackel, to approve contracts.

The court says Hackel can control spending in many ways, such as negotiating contracts, presenting contracts to commissioners and implementing the deals once they have been approved.
