CHANDLER, Ariz. -

U.S. Marshals are looking for a violent sexual predator wanted out of Houston, who was spotted at a Chandler truck stop on Wednesday.

Thomas Elkins, 58, was arrested in 1991 for kidnapping and raping a 16-year-old at a Texas truck stop. He was convicted of that offense, in addition to an aggravated sexual battery case that occurred in 1990 in Florida.

He was sentenced to concurrent 20 year prison sentences.

In March, Elkins was civilly committed and paroled to a Houston halfway house. But earlier this month, on October 5, Elkins took off his ankle monitoring device and absconded from supervision.

Elkins suffers from chronic back pain, severe hearing loss, and walks with a noticeable limp. He is a certified diesel mechanic and has worked as a commercial truck driver.

Anyone who knows Elkins' whereabouts is asked to call the Marshals Service immediately.
